Reconsider :exhausted option

[Sidekiq 3.0.0](https://github.com/mperham/sidekiq/blob/master/Changes.md#300) introduced **Dead Job Queue**, which basically duplicates `sidekiq-failures` behavior when `:exhausted` mode is used.

I think that it makes no sense to support this option from now on. @mhfs, your thoughts?
