Describe the issue
Checking large instances, there are a large number of conflicts, with the overwhelming majority of them being tasks on revision 1. This indicates a double calculation thread or something similar.

Below are some sample conflict count, source Watchdog:

instance count
Echis ke 580000
Echis nairobi 477000
Echis Nakuru 327000
Echis Kakamega 307000

Describe the improvement you'd like
Recent changes from 4.13 have altered the way we trigger task and target updates.
On instances that have been updated to this version should be monitored, to check whether conflict count continues to rise at the same rate, or changes.

It seems that conflict counts keep increasing even after the upgrades.
