OAE: medical procedure and OAE: medical intervention

OMRSE imports OAE: medical procedure, which is poorly defined. The definition contains the same use/mention error as its source, describing a procedure as something that refers.

Furthermore, the definition source for its parent class, OAE: medical intervention, is a response on wiki.answers.com.

Perhaps these could be replaced with something better.

Recommend to OGMS to add "maintain" as well as "improve" health.

Note that the reason for the OAE import was to get the class "surgery" which is used in several axiomatizations of other classes including "surgeon" and "surgical facility". I do not see a surgery class in OGMS, so we cannot quite yet wholesale replace the OAE terms with OGMS ones.

We will refer the issue of whether OGMS should add / adopt surgery to OGMS on its issue tracker

We did refer this to OGMS. OGMS and OAE have discussed agreed that OGMS will take on medical intervention and its subtree of classes. Once OGMS takes this on, we will replace the OAE classes/import with the relevant OGMS classes/import.

So for now, OMRSE is just in waiting mode. We'll leave this issue open and periodically track progress w/OGMS
