Import Sage governance + DUO model

A model for governance metadata (intended to support automated access control management systems): https://github.com/mc2-center/governanceDUO/tree/ar-dictionary-schema

At minimum, I think it would make sense to adopt the DUO-related attributes and controlled vocab from the model. These represent a standardized way to denote relevant use/access conditions and document critical details that support FAIR sharing
