Consider exporting semver parsing logic to mbland/go-script-bash

Per mbland/go-script-bash#183, if the semver parsing and checking logic from scripts/test.d/browser introduced in #139 becomes part of go-script-bash, we'll update our version of go-script-bash and refactor the test script to use its code.
