Webhook setup request sent to non-admin users during connection

When connecting Mattermost with Confluence using the /confluence connect command, users without admin rights also receive a direct message from the bot asking them to create a webhook. This instruction should only be sent to the users with admin access.

Steps to Reproduce:

• Log in to Mattermost as a user who is not a Confluence admin.
• Run the /confluence connect command.
• Observe the direct message received from the Confluence bot.

Actual Result:
Non-admin users receive a message asking them to create a webhook.

Expected Result:
Only Confluence administrators should receive a webhook creation request.
