Update LICENSE to Apache, other license changes
GEOS was recently moved to use the Apache 2.0 license. This update: * Changes the main `LICENSE` file in the repo to be the Apache 2.0 license * Adds a `COPYRIGHT` file * Moves the old NOSA license to a `LICENSE-NOSA` file * Adds text to the `README.md` about the new and old licenses
