reactivate after HW change if no MS account?

Hi! FAQ says: "Any significant changes to the hardware (such as a motherboard) may deactivate the system. It is possible to reactivate a system that was deactivated because of significant hardware changes, IF your activation, was linked to an online Microsoft account."

If you do NOT have a linked MS account, change your cpu, and lose activation, what happens? Can you just run MAS again? Or are you stuck forever without a license? Or do you have to buy a retail license?
