Move to crystal-community

As suggested by @asterite I'm suggesting to move this repo to crystal-community so that it can be community-maintained.

Another suggestion which might be better is to move this to the standard library, maybe inside HTTP::Client::Mock, because every time a new Crystal version is released this shard breaks, the coupling is tight, and having it inside the std will solve that problem.

It could also be used to improve specs for HTTP::Client.

This repo hasn't been updated in 3 years, and this thread hasn't been replied to in 5, so I'm guessing nothing has happened with this thread of topic.

At the risk of hyperbole, this is too important a shard to be abandoned, so I think something needs to be done with the ownership. Does anyone have a means to contact Manas to ask about transferring ownership?

For the record, I'd even be willing to take it on myself (while hoping for help from the community).
