Blocker (external): the schema is SEP-2640 (Draft), not fetchable here. Implementing against a guess violates No-Fallback. Pin the SEP-2640 snapshot first.
The MCP Apps half is partially done on dev (_meta.ui consumption, readResource(ui://), the per-request gate exemption, and the Apps permission gate).
