Sorry to necro, I just wonder is there any changes made with this issues? Since I still can't make the candidate list shown with love 11.3 on windows and the original post seems to be removed.

There have been no changes yet aside from whatever might have changed in SDL's source code between when the issue was created and SDL 2.0.14. I don't have a very good understanding of how the change interacts with the expected behaviour of text and keyboard input.

Atlassian deleted the original repository along with its issue tracker when they removed Mercurial repositories from Bitbucket.

According to this bug, SDL doesn't draw the candidate list on Windows, so after give this macro to the preprocessor, the feature in SDL is disabled and the native candidate list takes over the display.
Without other changes the candidate list always shows at the top left of the window but it's not a big problem.
