dragging the background is not working and zoom-out has a limitation

I tried click-and-drag, ctrl+drag, shift+drag, spacebar+drag...
I tried to use arrows to make the screen move up/down/sideways...
Nothing worked.
My canvas is huge and I can´t see it fullsize in the screen, because the zoom-out also has a limit.
