How to install HSSM on Windows

I've tried and failed to install HSSM properly following the steps described in https://lnccbrown.github.io/HSSM/#install-hssm-on-windows-cpu-only. Would really appreciate an updated procedure for installation.

Here are some problems that I encountered:

conda install -c conda-forge hssm: stalls at Solving Environment after failing with initial frozen solve and flexible solve.

pip install hssm: can install hssm but with a warning: WARNING (pytensor.tensor.blas): Using NumPy C-API based implementation for BLAS functions.
I tried to read through the issue discussion in
pymc-devs/pytensor#524. However, the Windows-related posts seem to suggest installation of MKL using Intel oneAPI Math Kernel Library installer first. If this is indeed the suggested solution, it would be helpful to include in the documentation. I am trying with Windows 10 Pro. If a newer PC is required, it would be helpful to know the minimum requirements as well.

So what happens when you run conda install -c conda-forge pymc and then run pip install hssm? Does it happen in a brand new conda environment with Python versions 3.10 or 3.11?
