Creating list of roles in the community

We need to create a list of roles within the community that provide entry points in the community and documentation on how to fulfill these roles.

Examples:

• Bug Triage
• Reviewer
• Release Testing
• Moderator

@Endilll and @EugeneZelenko are examples of community contributors who have sort of created the role of "bug triager", and the idea is that we can create more community contributor roles like this, for issue triage and other things.

This particular role has to come with rights to label issues for those who doesn't have write access, like we did for @wheatman and @widberg.
