Unable to invoke any Bedrock model — ValidationException: Operation not allowed (admin access, valid billing)

Hi,

I'm currently on the Cloud AI Service Platforms section under the Cloud Platform Fundamentals module of the curriculum and I have an issue.

I'm using AWS and I'm unable to invoke any Amazon Bedrock foundation model, including AWS-native models like Amazon Nova. Every attempt via the Bedrock console Playground and across multiple regions fails with:

ValidationException: Operation not allowed

Account/setup details:

• Signed in as an IAM user (not root)
• IAM user has AWSMarketplaceFullAccess and AmazonBedrockFullAccess attached
• Valid, verified payment method on file
• Tested in eu-north-1 (Stockholm) and us-east-1 (N. Virginia) — same error in both
• Tested with third-party marketplace models (gpt-oss-120b, DeepSeek V3.2) and AWS-native models (Amazon Nova) — all fail identically
• AWS Marketplace "Manage subscriptions" shows 0 active subscriptions
• CloudTrail Event history shows no InvokeModel events at all for these failed attempts, despite multiple tries

I've already started a case with support but I don't know how long that would take. I'd appreciate some help on this so I could move forward 🙏🏽
