Multiple Issuers #46

It's possible that orgs may wish to set up the dashboard so that credentials could be issued by multiple issuers.
The simplest way of doing this could be that the credential templates and csv file contain issuer info and they all share the same did and key so that the issuing is essentially done by a service, not the issuer. It could be that levels of permissions could be needed so that issuers only have access to their credentials, batches, and templates.
Another way to go about this would to have signing dids and keys for each issuer. The back-end issuing software can accommodate this but decisions would need to be made about how the dashboard could. Maybe it's separate dashboards/claim pages for each issuer?
