[bug] Eb < 0 should not run

Description
Eb<0 causes RustBCA to freeze if |Eb| is large, or produces unphysical results if |Eb| is small

To Reproduce
Run any example with Eb<0

Expected behavior
Code should crash on input and not run, Eb<0 is unphysical
