Brief outline of the enhancement

We added an alt key to \includegraphics some releases ago to support switching between tagging and non-tagging code without changing the document.

It would be useful to add artifact (boolean) and actualtext (string) keys that are similarly no-op by default. They are currently added by the tagging code,
