IDE inspections/strict mode/type hints, work in progress

I thought this would be quick job on a single file, but no, hinting had to be done on all the corresponding methods in the handlers too...it all got out of hand but it is now 98% done, bar those with doubts, and is working in my branch:

Regarding this method

public static function getHandlerInformation()
    {
        dbioLogError("Missing handler information for the active report");
    }

As the corresponding method in all the handlers return an array, should this not also return an array/ return the same type as the others?
