Create insightful alerts pane on dashboard

Imagining a horizontal pane, where cards can populate within to give alerts on spending, revenue, or any other useful information that can be gleamed from transaction data. Aim for 5 alert / notification types. Generate upon loading transactions (using central transactions state). A loading wheel while transactions are loading would be ideal (copy existing implementation).
