Create Podman Backend to support Local Execution #114

What you would like to be added?
Following on from #108 we propose to also add a Podman backend for use in a Local context.
Why is this needed?
Podman allows rootless operation, is useful in disconnected environments and having both Podman and Docker implementations will allow users to choose what matches their infra without changing code.
