Detailed Description

As pointed out by cncf/toc#2180 (comment) we should make sure that the upgrade path for the overall platform is automatically tested.

I think it would additionally make sense to specify the supported version to upgrade from.

Steps to Reproduce

1. check this repository
2. see that there is no GHA test to verify the upgrade and downgrade path for the Kubeflow Community Distribution

Thanks for bringing that up, i was discussing with Julius adding a dedicated MD file for upgrade path/compatibility.
