Not all nanopubs are loaded upon fresh initialization

A few hundred nanopubs are missing when the registry is started afresh and let populate itself from the network. Probably some strange cases, without introduction, but still, they should be found at the fellow registries and replicated.

I can confirm that we also saw this bug in practice. Here is a screenshot of Grafana – we initialized first one Registry node (green line), and then set up a few registries to replicate from it:

They all ended up with a few hundred less nanopubs.
