Subject: [PATCH 1/2] Land the audit call: Coupang 3014 is on bias-for-action

Flip the pending map on Move with Urgency to a landed map in the audit
pass, and drop 3014 from the expected pending list. The audit checker
now fails until facets.json carries the mapping, which the next commit
adds.

Subject: [PATCH 2/2] Map Coupang Move with Urgency onto bias-for-action

The record already lists bias for action as an equivalent, and inaction
as a threat is that behavior, so the whole principle joins the facet the
way Arm 2007 did: all six of its rows become source refs, in record
order. Rebuild the manifest so 3014 carries the facet.

Closes #49.
