How to diagnose missing /proc/cpuinfo flags when /usr/bin/cpuid displays them ?

Thanks for mirroring Todd Allen cpuid contributions which I understand are published at http://www.etallen.com/cpuid/

I wonder whether you'd have suggestions on how to debug an ubuntu jammy kernel not returning some cpu flags when /usr/bin/cpuid properly returns them ?
