Description

Administrative changes should leave an explicit backend-observable audit trail before governance-sensitive features expand.

Acceptance Criteria

• Define and persist an audit trail for admin registry or configuration changes.
• Ensure the trail is queryable or reviewable without parsing raw logs only.
• Add or update tests, fixtures, and docs for the changed surface as needed.
