In generated order conditions (Butcher) c**10 is sometimes replaced by c*0, etc.

This seems to be due to an issue with strmanip.collect_powers() which is not idempotent.  The bug can be seen by generating order conditions up to order 12 and looking at the very first condition of order 12.
