Multiple deployment.finished events when deploying app-of-apps

The .finished events are sent twice when initially deploying a child app in an app-of-apps structure, the .finished events are sent twice.

It seems like the parent app gets in sync after the initial sync and immediately out of sync when the child app gets out of sync. This might be caused because the "Missing" state of the child is not propagated to the parent.

This could be similar to: argoproj/argo-cd#6708.
