[observability] Expose Prometheus /metrics on gateway

Implement metrics listed in apps/gateway/internal/observability/metrics.go.

Acceptance criteria

• /metrics endpoint
• Request count, latency, cache hit/miss counters
• Grafana dashboard panel updated
