Ubuntu Upgrade Timeline

Thank you for maintaining this image, you folks do a great job!

I noticed that images stored in your Docker Hub repository are based on Ubuntu 20.04, which will reach End of Support soon. Are there plans to use a newer Ubuntu version?

@LutherJolliff The main reason we are keeping that version is because of https://docs.geoserver.org/main/en/user/data/raster/gdal.html, Also gdal no longer builds libjava as per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=947960, so if we upgrade the base image to a newer version, we will not be supporting the gdal plugin. Maybe we need to do the following

• Upgrade the base image to a newer java and ship without support for gdal plugin
• Keep using the same ubuntu version until the issue is sorted
• Build our own base image with precompiled gdal java bindings satisfying the requirements for the gdal plugin

Currently there is now logic to build the images using new Ubuntu but there is still a bug wi the GitHub actions #732 which I will address as soon as I have time
