I want to start a new project in programming

Assalam Mualikum. I reach you out because I want to make a programming language. But problem is that that LLVM . I see dart does not use LLVM . Through its cross-platform platform support and run anywhere. Also my goal is that make Universal kernel + OS though my programming language. But as students of Electrical and Electronic Engineer is quite hard for me to gather everything and gain all knowledge and make it possible. But I wish if you don't mind what I say . I just share my thoughts. And you wish to help me . My knowledge is quit not enough to make it possible. And thank you for reading. I left many words to say but in here it's not possible. Thank you
