Stretch Goals: Claims Portal

As a user, when a report has been filed against someone, then I want to be able to review and check the progress of the report that was filed.

Scenario 1

Given a user who has filed a report;
When they access the claims portal;
Then they should see the report as well as its status in the review process.

Scenario 2

Given a user who wants to edit a report;
When they access the report on the claims portal;
Then they can select the claim any make any edits they wish to make.
