Currently, the terminal.exe process, requires to be run as Administrator in order to start the REST Server on the NIC IP Address #7

Need to investigate how an unprivileged user can open a TCP port from the REST Server on a Interface other than loopback.
Current workaround is to start the terminal.exe as Administrator
