Visit a non-existent url

Expected result

404 error Page

Actual result

Home page or parent page ( EX: if you visit /blog/not-existent-article blog page is loaded)

System information (as much as possible)

Joomla 4.0.3, DB 5.7.23, PHP 7.4.20, Apache 2.4.46, NO htaccess rewrite enabled.

Additional comments

The same thing is happening to me in 4 migrated Joomla 3.x sites.

I would like other colleagues to also do tests on migrated sites and new installations to determine if this is really a bug and make the report or look for solutions.
