Stratify test cases to ensure coverage of different test regions:

Middle latitudes, -45 to 45, all longitudes
High latitudes, from +-45 to the circumpolar edge
Edge cases
- On +- 45
- Near +- 90 (circumpolar edge)
- Near 0
Invalid cases:
- Outside +-90 latitude
- Outside +-180 longitude
- Wrong format

I'm going to assign this to the related milestone.

Or maybe I'll let you assign it to a milestone -- you seem to have removed the milestone.
