Adding support for characters like é in titles, descriptions and topic

Like the title said, in spanish there are characters like á, é, í, ó and ú that are common, but when using the command line tool when uploading files trough a .csv, it doesn't work if this characters are used, but when using the internet archive website this issue doesn't exist.

This is supported as long as your CSV is UTF-8 encoded, but there might be a bug. Can you send me your spreadsheet and steps to reproduce this? Thanks!
