Cursor Blinking & Type not controllable

for the life in me I can't figure out why would the below line prevent the cursor from blinking
the  character is the powerline triangle
this is the original line in Jimeh theme pack
I am trying to get the cursor blinking to work again but can't solve the issue in the below line
