## Single source of truth for the knowledge cutoff date.
## This is the upstream PR-harvest cutoff. Doc/blog pages and version claims use
## their own retrieved_at / verified_on dates and may be refreshed independently.
## To advance: re-run scripts/harvest_prs.py, regenerate PR pages and indices,
## then bump cutoff_date here. validate.py warns if any PR's merge date exceeds it.
