Add importer support for xml version 1.1 #9

importer failed to work with recent version of xml config of jenkins job.
Tested with jenkins version 2.261

/go/bin/importer  -job "BuildSoftwareN" -output tf

2020/11/10 21:48:51 xml: unsupported version "1.1"; only version 1.0 is supported
