ivoid in VOTable response

I propose to add the ivoid as an in the VOTable header in order to links the result with the dataset described in the registry.

FYI, the ConeSearch service of SIMBAD declares some of the information suggested in DataOrigin. It could be used as an example.

I'm inclined at leaving this issue in the hands of DALI (see issue 20 there).

The current ConeSearch-1.1 text is already referencing DALI Sec. 4.4 where, IMHO, specifications or DataOrigin references should be contained.

I don't close this issue now, but I propose less priority for the moment, while the DALI discussion progresses.
