After running the test hook, server_config.json modifications are not rolled back.

Multiple runs will result in the audit plugin configuration being added to server_config.json multiple times.

Related to irods/irods#6020

I will be adding a --skip-setup option and I will additionally rollback the configuration changes in the test hook for (the option of) a clean exit.
