Could we have a way to create p2p links between nodes that are started with the interfaces at both ends in a shutdown state, but properly configured, ready for action as soon we bring the interfaces up ? Closest I can come with to plugging yet another cable in the real world .

Since the "disabled" keyword is already used, maybe it could use the "shutdown" keyword.
