Investigate work_group_scratch_memory failure on gen12, hip #16072

Describe the bug
#15061 introduced sycl_ext_oneapi_work_group_scratch_memory, however e2e tests fails on gen12.
To reproduce
Run e2e tests WorkGroupScratchMemory with the UNSUPPORTED removed on a gen12 target.
Run e2e tests WorkGroupScratchMemory with the UNSUPPORTED removed on a OpenCL cpu target.
Run e2e tests WorkGroupScratchMemory with the lit config removed on hip target.
