Dell XPS 13 9340 (Meteor Lake): IPU6 detected, OVTI02C1 found in dmesg, but libcamera reports “No sensor found for /dev/media0”

## Summary

The built-in camera on my Dell XPS 13 9340 does not work on Debian 13 (Trixie).

The Intel IPU6 device is detected by the kernel, and `dmesg` shows that a supported sensor is found:

- `Found supported sensor OVTI02C1:00`
- `Connected 1 cameras`

However, libcamera still does not enumerate any usable camera.

`cam -l` ends with:

- `SimplePipeline ... No sensor found for /dev/media0`
- `Available cameras:` (empty)

GUI apps such as Snapshot open but only show a black screen.

## Problem description

Symptoms:

- Cheese does not work
- Snapshot starts and requests camera access successfully, but shows a black screen
- `cam -l` shows no available cameras

The kernel appears to detect the IPU6 hardware and eventually logs a supported sensor, but libcamera still fails to expose a usable camera.

## Expected behavior

I expect `cam -l` to list at least one camera, and applications such as Snapshot to receive frames from the built-in webcam.

`cam -l` shows no usable camera and logs:

- `No sensor found for /dev/media0`

Snapshot opens but displays only a black screen.
