Rejected respondents are not being counted in the disposition table @ overview

In this survey there are 1118 rejected respondents, but they are not appearing in the dispositions table.

One possible cause is having the quotas in 0

As counterexample we have this survey that does show the correct number of rejected respondents in the overview

This folder contains 2 similar surveys.

1. One has 2 quotas with 0 completed
2. The other has the same 2 quotas in 1

Survey 1 Doesn't show any rejected @ overview but there are more than 4 in the results CSV

We're indeed explicitely ignoring buckets with quota 0.

I'm not sure why's the case. I'll keep searching.
