SurveyBroker actor per Survey #2331
Description
Let's have a runtime Survey to have its own actor/process that handles it's whole lifecycle.
This should simplify the code of the SurveyBroker and it should also work for improving the way of parallelizing surveys
This is a spinoff of #2307
