When Logging In - See Blank Authorizations Page

Struggling to reproduce, but have had a couple of users report when they try to log in to a tool (e.g., resourcemap) - it doesn't load, but rather see a blank "authorizations" page.

From a second report: here were the steps taken to recreate the issue.

What Happened
Step 1: Created an account with a new email address
Step 2: Confirmed the account via email link
Step 3: See a blank authorizations page. It's not clear where the tool is

Expected
Step 1: Create a new account
Step 2: Confirm the account via email
Step 3: Redirect would open the initial tool they were signing up through (e.g., Verboice or Otherwise)
Alternative
Step 3: A screen confirms the account is ready to use, and directs them to re-sign in to the tool they want.
