Button menus look like a tooltip

Maybe it's just me, but: When I hovered over the button, I expected a tooltip on what this button is about. Nothing happened. After clicking on it, it seemed that the "tooltip" appeared.

Same with the button, when I wanted to delete something. Clicked on it, nothing happened except the "tooltip" appearing. It took me some minutes (and searching for errors in the JS/network console 😃) until I found out that this is not a tooltip but a menu with only 1 item 😄.

Unfortunately, I'm not an UX designer and have no idea how this could be improved. The issue might vanish automatically as soon as there is more than only 1 menu entry. But for now, it's kind of awkward that a menu is popping up with only 1 entry.
