Annotations: As a user I can see all my annotation streams

Put this behind the annotations config cat flag

given i'm a user
who wants to see my annotation streams
when i click on the tab annotations (in settings page).
then i see all my streams

This should map to the

GET    - /streams : ; []string                                       // list known streams

route.

Acceptance Criteria

• Annotations are generic Resources
• Annotations are visible in the settings tab
• Annotations are behind the annotations feature flag
