guild install on installed packages

If a package is already installed you get

$ guild install wak-trc-testing
The following packages have been kept back:
  wak-trc-testing{=}
Do you want to continue? [Y/n] y

this is misleading, since we aren't really keeping back a package. And it shouldn't really be necessary for the user to interact with guild in this case.
